Cheryl Ann Rowland-Sanchez, Voestaa’e 67 of Muddy Creek, MT passed away on December 15, 2018 from natural causes. Cheryl was born March 11, 1951 to Eva Foote and Allen (Chuggy) Rowland in Crow Agency, MT. Cheryl married Humberto Sanchez and from this union her only child, Adrianna was born. She later married the love of her life Tillman Whitehair in the Native American Church. Cheryl graduated from St. Labre Indian School. Cheryl graduated from cosmetology at Marinello School of Beauty in California. She worked as a house parent for many years in Lame Deer, she was a CHR for the Northern Cheyenne Tribe and later worked as bartender. Cheryl loved to cook and was a caterer. She cooked and sold lunch on Cheyenne Avenue and had many loyal customers who loved her food. Cheryl took 27 kids to New York City for a culture exchange for 2 weeks to give the kids a broader view of the world. She also received the city key to Carteret, New Jersey during this trip. Cheryl was a 4 time cancer survivor and also survived a quadruple bypass, 74 surgeries she died 3 times and was brought back to life because God wasn’t ready for her yet.
Her hobbies include fishing, playing cards, playing Keno and Bingo and she loved spending time at the family home in Muddy Creek. Cheryl loved attending her grandchildren’s events and was very proud of all their achievements. Cheryl loved to argue with her brothers. She loved spending time and loving her grandchildren and all of her nieces and nephews. Cheryl always made all her friends and family feel loved and all were very special to her. Cheryl was a very kind and sweet lady who had a big heart and welcomed everybody into her home.
Survivors include her husband Tillman her only daughter Adrianna and husband Frank Garcia. Her special grandchildren Allen, Alexander, Jonethyn, Loretta, Tony, Stephanie, Isabelle, Daisy and Harmony. Brothers Richard Foote, Adrian (Patsy) Foote, William (Donita) Rowland and Raymond Rowland. Sister in laws, Theda Foote and Althea Foote. Sisters Becky Elkshoulder, Geri Girl Small, Rogene Whiteman, Boola Spang, Mary Anderson and Delores Yelloweyes, Aunts Inez and Amy Foote and Nellie Speelman. Many nieces, nephews, adopted children and friends. Extended families include Foote, Harris, Rowland, Whiteman, Two Two and Cady.
She was preceded in death by her parents Eva and Allen (Chuggy) Rowland. Brothers Tony, Jimmy and Clifford Foote. Sisters Elizabeth and Wilma Rowland. Sisters in law Roberta, Francis and Evalee Foote.

My heartfelt sympathy goes out to the Rowland/Foote/Garcia family for the loss of my long time friend and sister, Cheryl.. We both went our separate ways when we were young but never forgot about each other! She will be greatly missed by everyone who knew her as she was a very special lady! The last time I seen her, I kissed her and hugged her and told her that I love her not knowing this was going to be the last time I will ever see her. God Bless her and may she rest in peace! Cheryl was “one of a kind”! Chuggy sure loved his daughter–I worked for President Chuggy as his Executive Assistant for a couple years, between college and law school and he had some great stories. I sure learned a lot from this humble leader of our Tribe and Chuggy’s feisty leadership is how we kept our Reservation. Cheryl and her parents are reunited and probably telling some good stories! Sending love to all of Cheryls family. I was so saddened when Lavonda told me the sad news; I regret I didn’t see her before she died. I can say that Cheryl was more like a sister to me than a employee. We worked many years together; We had so many good laughs; and she was there for me thru the sadness and loss of my family too. Sister Cheryl was a very special angel that was here on earth to be a blessing to many of us who had the honor of knowing her compassion, love and acceptance no matter where you came from or what you did. She just loved you. Now she is even more special because the Lord called out her name and she came running and now we will have that special angel to watch over us. I know Uncle Chucky and Auntie Eva were excited to see their baby girl and along with her brothers. We will forever cherish those loving memories of our sister, Mom, cousin, friend and co-worker. Cheryl will always will be the best Muddy District Rep. we had. Cheryl will be missed alot. At least once a week we would catch up on what is going on. Chuggy and Eva was a great influence with there children. I told Cheryl that Chuggy was still the best chairman that the tribe had. Will miss our little chats that we had.
Tell my Dad that I miss him. Tillman and Cheryl always wanted to have one of our goats to roast; will planned for this next spring.

My heart is heavy with grief , I am Edwardo a kid that Cheryl took to Montana and gave him the gift of knowing what native culture is for the Cheyene Nation .
