Floyd was born August 5, 1940 at the Ft. Peck Agency Hospital to William Jr. and Lucy Myrick Youngman. His maternal grandmother, Susan Myrick, raised him. Floyd went to school in Flandreau, SD where he graduated.

He married Coretta R. GreyBear in 1970. Floyd worked in California and also worked for West Electronics. He also worked at the Scoot-n-Skate in Poplar and at the Spotted Bull Treatment Center where he was certified as a counselor and was also the Spiritual advisor and a duty technician there. He was the chairperson for the Ft. Peck Sioux General Council. Floyd, along with Curley Youpee, was the representative for the Ft. Peck Assiniboine and Sioux Tribal Museum retrieving artifacts, preserving sacred sites. He was involved with the Medicine Wheel Alliance, which also preserved sacred sites. He had worked with Coteau Mining of Beulah, ND. Floyd enjoyed playing cribbage, pinochle, yahtzee, the machines at different casinos, watching his favorite channel The National Geographic Channel, hunting and fishing. His favorite pastime was bingo. He was a sun dancer, a pipe carrier, a spiritual helper and a teacher. He was a traditional dancer. He and his brother-in-law Melvin GreyBear, Sr. traveled throughout the United States and Canada helping and healing people and teaching people of our traditional ways so they would not be lost. In traveling to these places, Floyd touched many hearts with his kindness, his words of wisdom, and most of all his great sense of humor. He always had a smile, hug or handshake for everyone.

In Spirit, he joins his wife Coretta, a daughter Laurie Jo, two grandchildren Memory Rose and Talon Skye, two sisters Lois Jean and Arlene Mae and his mother Lucy and a brother-in-law who made the walk with him, Melvin D. GreyBear, Sr.
