On October 22, 1971, Tulane was born in Crow Agency, MT to Timothy and Marianne Sierra Shoulderblade who preceded him in death. He attended Lame Deer and St. Labre Indian School until he moved to Albuquerque, NM and graduated from Del Norte High School in 1992. In his early years, riding horses, powwow dancing, boxing, hunting and fishing were highlights of life. He also excelled in soccer and baseball along with Boy Scout activities. He wanted to be a jack-of-all-trades like his dad was, drawing, mechanic work, drumming, you name it. Friends and family tell of his willingness to be helpful and how he liked to cook. He was so proud of being a dad to Tulane, Jr. and Ira of Seiling, OK. His later days in MT were shared with his love, Kathleen Bellymule with dreams for a better life and a home of his own. Illness took a toll on his young body. On January 9, 2012, Tulane went home to be with His Lord and Savior, Jesus. From time to time he talked about meeting family and friends that have gone before.
Sons, Tulane, Jr. and Ira, are also joined to survive him, his mom, Magoo Shoulderblade, aunts and uncles, Leonard and Violet Wolfblack, Norman and Clarice Spang, Phyliss Fisher Spang, Alonzo Walker, Max Guavera, John and Judy Woodenlegs, Titus Shoulderblade, Sr. Those of the family home, Roy, Jr. and Roy III and Rudy Fightingbear; Rex, John and Fred Bellymule, Jr. also remain. His Southern Cheyenne family include Leonard Goodbear of Seiling who were also a part of his life when he was small. He also lived with his grandparents Phillip and Florence Whiteman, Sr.
Family preceding in death are great-grandparents Carrie Red Robe and William Killsnight, including Carrie Whitewolf, Whitehawk and Ernest American Horse; Samuel Hoffman; Frank Jr., Robert, Grover, Harvey, John, Phillip, Sr., Hazel Whiteman and Margaret Brady; Anna Bearchum, Fannie and Clarence Bement, Alice Spang, Anthony and Isaac Shoulderblade, George Whitebird, Ralph, James Francis, Sr., and Martin Killsnight, Jr., Lucy Red Hat. His grandparents were Mary Killsnight Sierra and Wilson Whitewolf Sierra; James and Julia Shoulderblade. The following are also his aunts and uncles, Wallace Bearchum, Sr., Gloria Big Back, Beatrice Bryant, Richard M. Fisher, Eli, Sr. and Frederick Killsnight, Sr., Gwendolyn, Windelyn Shoulderblade, Jodie and Gary Sierra, Daniel and Toni Grace Whitewolf and Leland Bearcomesout, his special friend. Brothers Timothy, Jr. and Baby Boy Brother Shoulderblade also went before. A niece Lyrik Goodbear and nephew Jerome Shoulderblade whom he did not forget.

Those remaining aunts and uncles are Rosanne Headswift; Anthony, Clement, Clovis (Pops), Drucella (Momacella), Ferdinand, Gertrude (Mom), James Jr., and Marcian, Philbert, Velecia Killsnight; Judy Little Coyote Tallbull, Lisa, Jasper, Jr., and Roger Red Hat.
Tulane leaves his brothers and sisters, Cassandra and Stanley Moore, Waldo Yellowrobe, Jr., Marie and Rod Smart, Neil and Andrea Marion, Adrian, Benedict, Frank and Shanon Shoulderblade, Quinndalyn and Michael Cheney, Paul and Tamara Eddins, and Shawn Spruce.
